Bio

Mr. Rose brings more than four decades of experience in water law and local government advisement. He represents public water suppliers including municipalities, special districts (improvement districts, water conservancy districts, special service districts and service areas) and private water companies.  His clients also include private irrigation companies, real estate developers, and individuals in all matters related to water supply and water rights.  Mr. Rose has considerable experience over many years in the creation of new special districts, as well as annexations and boundary adjustments related to special districts.   He also represents private developers on various real estate matters, including water rights advisement and the preparation and negotiation of various agreements including development agreements, annexation agreements, operating agreements, and many other types of agreements, generally related to water issues.

Mr. Rose also represents governmental clients in matters pertaining to public finance and has considerable experience acting as issuer’s counsel in connection with the issuance of municipal bonds, notes and other municipal financing instruments, as well as experience in the formation and representation of public infrastructure districts newly authorized under Utah law.
